Assoc. Prof. Dr. Pelin Alpkökin

Pelin Alpkökin, the Deputy General Secretary of IMM, is a graduate of Istanbul Technical University, Department of Civil Engineering.
Alpkökin completed the Transportation Engineering Master's program in 1998. In 2002, she started her doctoral studies at Nagoya University, Japan, received her Ph.D. in 2005, and served as a faculty member at Istanbul Technical University between 2008-2024.
Alpkökin has continued her academic studies on the subjects of "Railway engineering and policies", "Transportation planning", "Finance models in infrastructure investments", "Infrastructure construction contract management", "International construction contracts" and has many international publications.
Alpkökin speaks very good Japanese and English.
Alpkökin was appointed as the Head of Rail System Department of Istanbul Metropolitan Municipality in 2019. She was then appointed as the Deputy Secretary General (2) responsible for rail systems and environmental protection in 2022, and she currently holds this position.
Alpkökin undertook an important task in starting the rebuilding of 10 metro lines that were stopped in the previous period.
